# Hawalius: instructions for the AI assistant

> For people: send this file (or its link) to your AI app with a line such as "Set up Hawalius for me
> using this file". The AI then follows the steps below.

## Instructions: do this now

You've been given this file because the person wants to use Hawalius, an MCP server of open government
data. Treat this file as your instructions. Don't summarise it, review it or ask what to do with it. Start at
step 1 straight away.

1. Look at your own tool list for the Hawalius tools: `explore_sources`, `query_dataset`,
   `find_location`, `about_place` and the rest.
2. If they're there, reply in two or three sentences: say Hawalius is connected and say in one line what
it can do (official data on property, planning, flood, crime, schools, health, transport and statistics,
with each source's licence). If they've already asked a question, answer it following section 3 and
section 4. Otherwise ask the one optional question in section 2 ("What are you into?"), and say they can
just ask a question instead, offering two from different interests in section 5 (not both about property).
3. If they're not there, say "Hawalius isn't connected yet, so let's add it. It takes about two
minutes." Ask which app they're using if you can't tell. Then give the steps from section 1, one step at a time, waiting for them to say "done"
before the next step. Give the server address in its own code block so it's easy to copy.
4. When they say it's connected, they may need to start a new chat (or turn the connector on in this one) for
the tools to appear. Tell them so, then go to step 2.
5. Never make up data while it isn't connected. Never ask the person to paste keys or passwords into the
chat: keys go on the account page.

Hawalius is one MCP server over thousands of open government and public datasets: live publisher APIs,
catalogue files and place data. Every answer carries the publisher's licence, credit line and caveats.

## 1. Connect

- MCP server address: https://hawalius.com/mcp (Streamable HTTP, sign-in with OAuth).
Use only the part for the app you are. If you can't tell which app you are, say which you think you are and ask the person to confirm. If you're none of the apps below, use the general steps at the end.

- **If you are Claude:**
  - Claude on the web, desktop or phone (every plan, including Free, which allows one custom connector): Customize
(or Settings), Connectors, + Add, Add custom connector. Name it Hawalius, paste the address, leave the
sign-in settings as they are, press Add, then Connect and sign in. Once added on the web or desktop it shows in
    the phone app too.
  - Claude Team or Enterprise: an owner adds it once in Organization settings, Connectors, Add, Custom, Web. Then
each person finds it under Customize, Connectors and presses Connect.
  - Claude Code: `claude mcp add --transport http hawalius https://hawalius.com/mcp`, then `/mcp` to sign in.
  - In a chat, + then Connectors shows whether Hawalius is switched on.
- **If you are ChatGPT:**
  - Needs a paid plan (Plus, Pro, Business, Enterprise or Edu) and chatgpt.com in a web browser: the phone app
can't add a connector. On a phone, use the browser's desktop site.
  - Settings, Apps, Advanced settings, switch on Developer mode. Then Create app: name it Hawalius, paste the
address as the MCP Server URL, set Authentication to OAuth with no client ID or secret, tick "I understand and
want to continue", press Create and sign in.
  - On Business, Enterprise or Edu a workspace admin may have to allow Developer mode first.
  - In a new chat: + then More then Developer mode, and choose Hawalius, or start with "Using Hawalius, ...".
- **If you are Poke:**
  - Sign in at poke.com, open Integrations and add a new MCP integration. Name it Hawalius, paste the address
as the server URL, leave the API key empty, and sign in when asked.
  - Then text Poke, for example "Use Hawalius to check flood risk for SW1A 1AA".
- **If you are Hark:**
  - Hark can't sign in with OAuth, so it uses an access key. The person makes one on https://hawalius.com/account under Access
keys (type Hark, press Make a key) and copies it: it's only shown once.
  - In Hark, add a custom MCP server with the address. When Hark asks for an API key or bearer token, the person
pastes the key into Hark's secure form only. It's sent as `Authorization: Bearer <key>`.
  - Never ask for the key in the chat. If it's been seen, the person revokes it on the account page and makes another.
- **If you are Perplexity:**
  - Pro or Max, on the web or desktop app: Settings, Connectors, add a custom (remote or MCP) connector. Name it MCP
Everything, paste the address, choose OAuth and sign in.
  - If it only offers an API key, use an access key from https://hawalius.com/account, as for Hark.
- **If you are Grok:**
  - Paid plans, at grok.com: Connectors, New connector, Custom. Name it Hawalius, paste the address and sign in
    when asked.
- **If you are Manus:**
  - Settings, Connectors (or Integrations), Add MCP by URL. Name it Hawalius, paste the address and sign in
when asked. If it asks for an API key instead, use an access key from https://hawalius.com/account.
- **If you're any other app (general steps):** look in your settings for Connectors, Integrations, Apps, Tools or MCP servers, and add a custom or remote MCP server named Hawalius with the address above (Streamable HTTP, OAuth sign-in). If it can only send a fixed key and has no sign-in, make a personal access key on the account page (https://hawalius.com/account) and send it as `Authorization: Bearer <key>`. If it can't add MCP servers at all, say so and point the person to https://hawalius.com/connect.
- A setup file for just one app: Claude https://hawalius.com/skills/claude.md, ChatGPT https://hawalius.com/skills/chatgpt.md, Poke https://hawalius.com/skills/poke.md, Hark https://hawalius.com/skills/hark.md, Perplexity https://hawalius.com/skills/perplexity.md, Grok https://hawalius.com/skills/grok.md, Manus https://hawalius.com/skills/manus.md.
- Step-by-step pictures: https://hawalius.com/connect
- Hawalius is in alpha. Connecting asks the person to sign in with their email (a code, no password). Once
signed in they can browse every source, but data needs approval: call `about_hawalius` and, if they
haven't applied, offer to apply for them in the chat with `apply_for_access` (or they apply at https://hawalius.com/apply).
Approval is by hand, usually within 24 hours, and they're emailed.

If the server isn't connected yet, give the person the steps above and stop: don't guess at data.

## 2. "What are you into?": open data they might not have thought of

If they've saved interests already (`my_account` shows them), don't ask again: call `explore_sources` with
no `use_case` and it suggests from those. Otherwise ask it once, as an offer, never as a form: "What are you
into? A hobby, your work or business, or a project you're on. I'll suggest a few open datasets you might not
have thought of." If they'd rather just ask a question, skip this section.

1. Call `explore_sources` once, with their answer in their own words as `use_case`. If it's a business or
their job, pass `commercial=true`: internal business use counts as commercial.
2. Pick three sources from different themes. Prefer the surprising over the obvious (for a gardener, frost
dates and soil types before "parks near you"), sources that work without a key, and open licences. Section 5
has worked questions for common interests: borrow its style, and its questions when they fit, but check
them against what `explore_sources` returned and write ones about the person's own place or subject.
3. Reply under the heading "Have you thought about...?" with, for each one:
   - its name and, in one line, what's in it (from the source's own summary);
   - one line on why it fits what they told you;
   - a ready question in quotes that they can send straight back;
   - its licence in two or three words, with "non-commercial only" when that applies.
If `shared_flows` came back, add "Someone's already made a flow for this" with the flow's title.
4. Ask which one to try, and when they pick, answer it following section 3 and section 4.
5. What they tell you is only for this suggestion. Don't send it to `send_feedback` or anywhere else unless
they ask, and don't ask for more about them (no address, employer or names) than they chose to say.
Hawalius doesn't store it unless they choose to save it (step 6).
6. Offer once, after the suggestions: "Want me to save that to your Hawalius account, so future chats can
suggest datasets without asking?" If yes, show what you'll save (their words, nothing about other people)
and ask them to type exactly: "I agree to Hawalius saving these interests to my account to suggest datasets." Then call `save_interests` with it. Never type that sentence for
them. They can change or delete it on the account page (https://hawalius.com/account#interests).

## 3. Work in this order

1. `explore_sources` with the person's own words (and any document text) to find the right datasets, or
`search_datasets` for a known name. `find_location` turns an address, postcode, maps link or "lat, lon" into a
   point and area codes.
2. `get_dataset` to read the licence, caveats and filters. Read the licence warnings to the person.
3. `request_access` with the person's purpose in their own words and `accept_licence=true` once they've agreed.
With a usual purpose saved on their account, it can be left out.
4. `query_dataset` to filter, count, group and page. Place datasets take an `area`
   ({"lat", "lon", "radius_m"} or {"postcode", "radius_m"}).
5. Several datasets at once (round a list of sites, or joined on an area code): `combine_datasets` in one call.
If a run would take over two minutes it doesn't start: it returns `long_job` with the time. Tell the person,
and run it again with `long_ok=true` only if they say go ahead (or split it into smaller batches).
"Tell me about this place" (a site appraisal, a home buyer's first look): `about_place` with the location
runs the usual checks for its country (flood, planning, environment, ground, noise, crime, schools, health,
deprivation; in the US flood, constraints, soil and hazards; everywhere the nearest substations, stations,
motorway junctions, hospitals, airports and ports) in one call, grouped by topic, each with a line on how to
read it. A town is fine for questions about an area; for one property, ask for a postcode, address or pin.
6. A file for Excel, a GIS or Power BI: `export_dataset` (a zip with CSV, GeoJSON where there are coordinates,
and the licence). Some sources can't be exported: their licence bars it, and the tool says so.
7. Nothing fits? If `explore_sources` lists `already_asked_for`, offer the person's "me too" with `me_too`.
Otherwise offer `send_feedback` (kind "source") in the person's words, with a few example places, what it
will decide and the value that matters. If it lists datasets we may already have, show those first. Sources
are licence-checked and usually added within a week, and the person is emailed when it's live. A
calculation that doesn't exist yet (kind "calculation") works the same way.
8. After an answer the person liked, you may offer once to share their question on the Explore use cases page with
`share_prompt`. Say first that it's public (with their first name only if they want credit), and leave out
names, addresses, full postcodes and client details. `explore_sources` also returns `community_prompts`:
questions others shared that worked well.

## 4. Rules that go with every answer

- The `licence_notice` goes with the rows into any table, chart, export or report made from them.
- When a result starts with `publisher_caveats`, tell the person each caveat with the answer.
- Each result's `provenance` says when the rows were fetched, from which publisher, when the publisher last
updated them, and a confidence level with the reason. Give the date, and the level and reason when it isn't
  high.
- Licence summaries are ours, not legal advice: the person stays responsible for checking each publisher's own
terms (the `terms_url` in each notice).
- Non-commercial sources are only for non-commercial use; internal business use counts as commercial.
- Paid sources (PropertyData, PaTMa, Homedata, Chimnie, Searchland, Kamma, Regrid) run on the person's own key
and spend their credits: one call per question, and say what it cost.
- Keys: a source that needs one says so; the person adds it on https://hawalius.com/account, never in the chat.

## 5. Good first questions

Ask what they're into, then pick the matching group below and offer two or three (never the whole list). Swap in
their own town, team, subject or postcode. These all use sources that need no key; where a source is
non-commercial or view only, `explore_sources` says so, so pass that on.
